Roman Konoplev: Moldavian Panopticum

Moldova is persistent in building state ideology by European curves, in accordance with which one of the components is nationalism. Moreover, its moderation or radicalism is defined not by the mood of the crowd of this or that moment but by logic of action of state machine.

Moldovan elites course for building a nationalistic state of Baltic type which had been started in 1980s, with the help of western specialists, crashed in the minds of most of the citizens in the 1990s. Nationalistic propaganda in the streets and squares of Chisinau prepared Bessarabians for power variant of solving problems of rebellious enclaves Gagauzia and Pridnestrovie. But results for the ideologists of Great Romania appeared to be pitiable, and nationalistic idea was thrown far back thanks to unsuccessful military campaign against separatist regions.

The second reason was departure of half of the Bessarabias population to Russia and Europe for earning money. Neither Authorities repressive measures against tourist agencies nor cultivation of love to Motherland through hatred to Russia and everything connected with Russia could prevent Moldavians.

Even today Moldovas Authorities need nationalists more than these nationalists need power. During last years leaders of national-radicals from the streets were screwing into the elite. Yurie Roshka, nationalist of European type, who began his political career from radical political calls sitting on the tree in the center of Chisinau with megaphone, today is considered to be an alternative to the ruling communists headed by Vladimir Voronin and ideologist Mark Tkachuk. Actually it is not the merit of the nationalists. Their public support is less than strive of Western Moldovas curators to make Latvia-Estonia analogue out of the country. Even though youth and middle-age people make up their minds towards West (thanks to their links with relatives who work in the West), there are no anti-Russian moods here, because half of the relatives in any Moldavian family works in Russia.

Moldova will always need nationalism as uniting factor, otherwise the rests of the state will disappear in the surrounding varieties. There is another question, how such a situation responses interests of the nearest states, especially Russia and the Ukraine. Russians and Ukrainians of one of the poorest regions of Eastern Europe Bessarabia, suffer from the policy of ethno-cultural genocide like Russian-speaking people of Baltic States suffer. Both here and there authorities try to make heroes from people who have ever fought with slavs. In Baltic States we speak about heroes of World War II and there are not so many new examples, but Moldova uses every chance. There lots of examples of resistance to Russian occupation.

At the beginning of June the last two prisoners of the terrorist group Buzhor (Peony) Andrey Ivancok and Tudor Petrov will be freed after 15 years in Pridnestrovian prison. Both of them, headed by todays Romanian senator Ilie Ilasku, took active part in terrorist groups activity at the territory of pro-Russian enclave PMR. Ilasku was freed on May 5 2001 as a sign of kind will of president Voronin, who declared course on strengthening good relationships with Russia at the beginning of his ruling.

Terrorist Ilasku was released from prison thanks to the pressure of Russias authorities. In Tiraspol prison killers of peaceful Pridnestrovian citizens has always felt comfortably. The fact of Ilasku been elected the deputy of the Romanian Parliament in 2000 is unprecedented. In accordance with certain data, ex-terrorist voted by notes from Tiraspol prison, and he seriously influenced the situation in several political fights on internal Romanian scene.

At the same time one should remember that on April 30 1992 Ilaskus group shot from fire-arms into service car where Nikolay Ostapenko, the deputy of PMR Supreme Council, the chairman of Executive Committee of Slobozea Council of Peoples deputies was. Ostapenko was killed, the driver was seriously wounded. On May 8 1992 Ilasku group captured, shot and burnt in his own car the chief of headquarters of the home guard — Alexander Gusar. The group attempted to kill Gusars family and Yuriy Savenko, deputy procurator of Slobodzea region. Group planned other murders and diversions explosions of transport, buildings where PMR authoritative bodies were situated.

Despite evidence of the accusations, massive demonstrative base, existence of alive witnesses and case materials, heart-breaking materials to protect terrorists of Buzhor (Peony) group have been published in Western Press for many years. European human rights Court made Russia pay the victims about million dollars on the ground that military men from Russian Army took part in arresting the saboteurs of Buzhor (Peony) group.

However today its necessary to pay attention at several rights consequences for Ivancok and Petrov. Its necessary to remind that the leader of the terrorists Ilasku was freed and transferred personally to Voronin and was made a national hero of Moldova.

In accordance with Moldovas legislation, head of the terrorist group, despite the protection of the Ministry of national security (today — Information and Security Service), made a number of serious penal acts, which werent well investigated. Its amazing because if one pays attention at the fact that Nikolay OStapenko was a deputy of Moldovas Parliament (from Pridnestrovie), its hard to imagine today murder of any Moldovan parliamentarian which wasnt well investigated, especially taking in consideration not-legitimacy of Pridnestrovian Authority Institutions in minds of world community and Moldova.

After been released, Ilasku called Romanian president straight from Voronins cabinet. Afterwards he went there with numerous bodyguards who were sent with him by president Voronin. Meanwhile Voronin was under pressure of Bessarabian civil society represented by ultra-radical Yurie Roshka and his street crowds made of several thousands supporters of anti-Russian Moldovas vector. At those times Russia presidents portraits were burnt regularly before the eyes of journalists, policemen and special services. Deliberately pro-Russian Voronin must have been frightened because he felt himself in his new role less confidently than Ilasku in his role.

There are lots of precedents in worlds practice when after prison somewhere in Europe the criminal had to be punished, even more seriously, again in his country, Turkey for example. Taking into consideration not-legitimacy of Pridnestrovian legal proceedings, Chisinau didnt open any cases on Ostapenko and Gusars murders. There is a fact of murder. Witnesses are alive. There are more than enough documents. There is no case.

After liberation and return to Molova, both terrorists — Ivancok and Petrov have to be interrogated together with Ilasku and Uritu Helsinkis legal expert. Shtefan Uritu, one of the activists of group Buzhor, who took part in organizing terrorist acts and diversions 15 years ago, today is the leading specialist in legal proceedings activities ex-terrorist is the head of Helsinki Committee of human rights in Moldova. Moldovan Law enforcement bodies have never had a wish to interrogate Uritu.

Moldovan Authorities today need fresh heroes to cultivate patriotism and national identity. Terrorist of the group Buzhor play the role of the sacred cow of Bessarabian patriotism. Young generation has been brought up on the heroic deeds of the heroes of war with separatism for 15 years in Moldova. The participants of war operations from Chisinau have a special protection of Moldovas Authorities. One should also take into account the fact that 10 collaborators of PMR Ministry of State Security are wanted in Moldovas Law enforcement bodies, some of them are in Interpol search.

Thus todays Moldovan elite proposes a new form of nationalism to Bessarabian society. In 1980s it was the idea of Great Romania and today Moldovas Authorities which tasted what power is, promote ideas which have nothing to do with common Romanian motherland. New Moldova needs new Moldovan nationalism, not Romanian. Anti-slav and anti-Russian accents are more distinct in new nationalism. Chisinaus authorities supported by western partners continue making heroes from the murders of Russian-speaking people. Only time will show how such a practice will serve to regulation of Moldo-Pridnestrovian conflict and to normalizing relationships with Russia.
